Purpose:
The City of Middletown is working to revitalize its downtown corridor by redeveloping several vacant buildings and empty lots, including areas adjacent to the City Administration Building. This effort aims to transform the downtown area into a vibrant destination for both visitors and residents to shop, dine, gather, and be entertained.

We value your input as we begin this exciting process! A community survey for the “Downtown Refresh” initiative will be open from Friday, February 7 to Friday, March 7, 2025. The results will be compiled and presented at the “Downtown Refresh Town Hall Meeting” on Tuesday, March 11, 2025, in City Council Chambers from 5-7 pm. This open-house-style event will allow staff to gather additional thoughts and feedback from attendees.
The City will use the insights from the survey and Town Hall Meeting to create a Request for Proposal (RFP) for the downtown redevelopment. The RFP, which outlines the project details and invites qualified groups to submit bids, will be issued on the City's Bidview platform in the near future. Proposals will be evaluated based on the scope of work outlined in the RFP to select the best-qualified group to carry out the project.
What is a Request for Proposal?
At the completion of the survey and Town Hall Meeting, a RFP be announced. A RFP is a document used to announce a project, describe its details, and invite bids from qualified individuals or groups to complete the work.
