Earlier this week, the City of Middletown released the long-awaited Downtown Redevelopment Request for Qualifications (RFQ), inviting experienced development teams to partner with the City in transforming key downtown properties. This initiative represents a major step in advancing Middletown’s vision for a vibrant, connected, and economically thriving downtown core.
“Downtown Middletown is the heart of our community, where history, creativity, and opportunity come together,” City Manager Ashley Combs said. “Our goal is to transform these spaces into a vibrant destination for living, working, and gathering that reflects the pride and community spirit of Middletown.”
The City seeks qualified developers to lead the redevelopment of five prominent, city-owned sites totaling more than eight acres, including the historic Manchester Inn, Snider Building, First National Bank Building, Swallen’s Lot, and North Broad Street lots. Together, these properties present exceptional opportunities for mixed-use projects that combine residential, retail, office, and cultural uses. Developers are encouraged to propose creative plans that preserve Middletown’s historic character while introducing modern amenities that enhance walkability, aesthetics, and community life.
Recent restoration successes like the Sorg Opera House and Windamere demonstrate Middletown’s commitment to preserving its heritage while embracing growth. Situated along the I-75 corridor between Cincinnati and Dayton, Middletown’s location, community spirit, and quality of life make it an ideal place to live, invest, and do business.
Statements of Qualifications (SOQs) must be submitted to the City of Middletown Community & Economic Development Department, One Donham Plaza, Middletown, Ohio 45042, by 4:00 PM on Monday, November 3, 2025. A site visit is required and can be scheduled by contacting Jacob Schulte. Full RFQ materials and submission instructions are available at www.cityofmiddletown.org/bids.
Founded in 1833, Middletown continues to build on its legacy of innovation and community resilience. Through this Downtown Redevelopment RFQ, the City invites partners to join in creating a renewed, thriving heart for Middletown’s future
