The key factors in a thriving zone are Entertainment/Lifestyle > Food > Living > Other supporting businesses. I propose that the Middletown Mall be opened up to local residents with entertainment and lifestyle ideas that the city can score and subsidize with local tax revenue. I'm talking about reinvesting our own money into our own citizens who can bring outside money into the local economy through teaching classes(meditation, holistic health, etc), hosting indoor games and activities, maybe an indoor inflatable park, etc. Consider Kickstarter, but for a limited scope of criteria where it has to be a business that brings people to Middletown. Pop-up shop style, mandated that each vendor must be able to set up and vacate within 3 days. And then the mall could have an app where the front end advertises and helps users navigate who's there or coming soon. The backend of the app lets the community crowdfund an idea and then the top ideas can receive matching subsidies from the city.

This would offer tourism and commercial traffic but also enable private riverfront luxury homes.
