Middletown Welcomes Business Investment & Expansion

The City of Middletown and its partners offer several different types of incentives to fit the needs of new and expanding businesses in our community. Financial incentives take many forms: tax abatements, tax credits, grants, low-interest loans, workforce development, and training assistance.

In most cases, the incentives offered by the City of Middletown are used to encourage new project investment, job creation, job retention, and payroll growth.

 Incentive Programs

Ohio Enterprise Zone Program

The Ohio Enterprise Zone Program is designed to encourage investment in new, expanded or renovated commercial and industrial buildings. The program is administered by the City of Middletown and is approved by the state. Projects must be determined to be eligible prior to granting any tax exemption through an Enterprise Zone Agreement. The program can provide up to a 100% tax abatement, for up to 15 years to a new investment for.

Community Reinvestment Area

The Community Reinvestment Area program provides local real property tax abatements for residents and businesses that invest in designated areas within the community. The designated areas are created and administered by the municipality or county in which it is located, and the area must be formally confirmed by the Director of the Development Services Agency. Property investors meeting the local criteria thresholds must apply to the City of Middletown for tax abatement. For more information, please click here

Job Creation Incentive Grant Program

The Job Creation Incentive Grant Program is a program offered by the City of Middletown to provide incentives to companies making substantial investments in new employment within the City of Middletown. Companies creating a minimum of 25 full-time jobs and $750,000 in payroll are eligible to participate in the program. The grant is equal to 15% of the Middletown city income taxes collected annually for every $1 million in new payroll created, up to a maximum percentage of 50%. Taxes are returned as a grant for up to 10 years. The grant is capped at $100,000 annually for any single project. The chart below shows the suggested potential grant levels at different payroll amounts.

Tax Increment Financing

Tax Increment Financing is an economic development mechanism available to local governments in Ohio to finance public infrastructure improvements and, in certain circumstances, residential rehabilitation. A TIF works by locking in the taxable worth of real property at the value it holds at the time the authorizing legislation was approved. Payments derived from the increased assessed value of any improvement to real property beyond that amount are directed toward a separate fund to finance the construction of public infrastructure defined within the TIF legislation.
