About the HOME Program
HOME provides formula grants to States and localities that communities use-often in partnership with local nonprofit groups-to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership or provide direct rental assistance to low-income people.These funds help expand the supply of decent, affordable housing for low - and very low-income families by providing grants to States and local governments called participating jurisdictions or "PJs." The City of Middletown and Butler County are a consortium and are considered a PJ for the purposes of receiving HOME funds.

Homebuyer Down Payment Assistance Program
Realizing the importance of home ownership, the City of Middletown offers assistance in the form of a non-repayable loan to be used towards the down payment and closing costs of a home purchase within the City limits. Previously available to only first time home buyers, this assistance is now available to all home buyers that will occupy the property as their principle residence. Additional incentives are available for the purchase of a home located in one of the target neighborhoods as defined in the 2010-2014 HUD Consolidated Plan. The down payment assistance guidelines and a target neighborhood map that is searchable by address, is available on this webpage.
