The Planning Department exists to assist and encourage those who have made, are making or want to make, a major private investment in Middletown.

To maintain an orderly growth pattern in the community the Planning Department ensures that private investments are:
- Properly planned and located in terms of land use and are adequately served with infrastructure and City services
- Constructed and maintained in a manner that is safe and in harmony with State and Local codes
The Planning Department is proactive in seeking the type of private investments that will benefit the Middletown community in terms of economic base and quality of life. A major project is the Art Central District redevelopment in downtown Middletown.
The Board of Zoning Appeals is a division of the Planning Department which also works closely with the Community Revitalization and Economic Development Departments.
