The City of Middletown operates its own water and sewage treatment plants. Refuse services are provided through a private contractor, Rumpke, Inc.

City residents and businesses receive a monthly water bill that includes charges for water, sewer and refuse services. The current fee for garbage collection is $14.00 which includes recycling services.
