The Community Development Division is responsible for the administration and implementation of funds and programs from the U.S. Department of Housing and Urban Development (HUD) including:

Emergency Home Repair through People Working Cooperatively (PWC) - This program is intended to provide minor home repair grants to low income homeowners of Middletown. Demolition and Clearance – This program is designed to demolish severely dilapidated and blighted properties in the City of Middletown for the purpose of reducing blight and housing density.

Homebuyer Down Payment Assistance Program - Realizing the importance of home ownership, the City of Middletown offers assistance in the form of a non-repayable loan to be used towards the down payment and closing costs of a home purchase within the City limits.  Previously available to only first time home buyers, this assistance is now available to ALL home buyers that will occupy the property as their principle residence.  Additional incentives are available for the purchase of a home located in one of the target neighborhoods as defined in the 2010-2014 HUD Consolidated Plan.  The down payment assistance guidelines, application, and a target neighborhood map that is searchable by address is available on the right hand side of this page.  The program is administered on behalf of the City of Middletown by Neighborhood Housing Services of Hamilton, Inc. Contractor Application for Consideration in HUD Funded Projects -  The Community Development division utilizes HUD funds for many purposes such as:  comprehensive residential housing rehabilitation, minor housing rehabilitation, lead / asbestos abatement, and demolition.  The department is constantly looking to obtain quality contractors.  To get on the department's approved contractor list, download the Contractor Application, fill it out completely with all documentation, and mail it to:  City of Middletown, Community Revitalization Department, ATTN: Contractor Approval Processing, 1 Donham Plaza, Middletown, OH 45042.

Aid to Agencies – Each year applications for public and social services are solicited from area providers. The City is currently funding:

SECTION 8 Rental Assistance Voucher program: The department also oversees, through CONSOC Housing Consultant, the Section 8 Housing Choice Voucher Program. This program is funded by the US Department of Housing and Urban Development to help pay the difference between the market rate rent and up to 30 percent of the gross income of low and moderate-income families, to find suitable privately owned dwelling units.
